Follow the steps below to submit branch bylaw changes online or by mail.

Online

Branch and state association presidents, secretaries and treasurers can submit bylaw changes online through the Members Only Portal by following these steps:

1. Log in
2. Click the "Bylaws" button to access the "Maintain Bylaws" page
3. From here, bylaws can be created or amended and submitted to the Committee of Laws for action
4. Type your proposed bylaw directly or upload a PDF

After the file has been successfully uploaded, a “File Uploaded Complete” verification notice will appear. Files can be reviewed by clicking the “View Your Uploaded File” tab. Before submitting requests, please ensure that the correct branch information is provided, article and section identifiers are entered for the corresponding bylaw provision or proposed change, and a complete copy of the latest version of the bylaws is uploaded to the portal. Once the Committee of Laws renders its decision, the portal will be updated with the decision(s) of the Committee. A hard copy of the Committee’s decision also will be mailed to the address of record of the submitting branch or state association. 

Mail

Follow these steps to submit bylaw changes by mail:

1. Open this form
2. Enter your information into the fillable fields
3. Once the form is completed, download the PDF
4. Print and sign the form
5. Mail it to NALC Headquarters using the address below

Please note: This form can only be used once the bylaw has been voted on and approved, as well as signed by a branch officer. You will need to fill out a separate form for each proposed change in article number and/or subsection, then print each completed form and mail them, along with two complete copies of your current bylaws to:

The Vincent R. Sombrotto NALC Headquarters building sits in a prominent location at the foot of Capitol Hill. When NALC purchased the site, it was one of the last available for development adjacent to the U.S. Capitol grounds.

Another unique feature of the Headquarters building is its outer shell, made of unpolished, high-quality Vermont marble. There are only a few other buildings in Washington, DC, with marble from the same quarry—including the U.S. Supreme Court building and the Jefferson Memorial—making the NALC building architecturally significant.

Tours of the Sombrotto Building given by NALC employees are available for visiting members between the hours of 9 a.m. and 4 p.m. No appointment is necessary for a tour—simply request one at the guard’s desk on the first floor of the building. Friends and family are also welcome to come along with a member during a tour.

Our street address is 100 Indiana Avenue, NW, Washington, DC 20001-2144, but taxis are best directed to “First and ‘C’ Northwest.” There is a taxi stand around the corner from the Sombrotto Building, on Constitution Avenue at Charlie Palmer Restaurant.

Union Station is an easy, 20-minute walk to and from NALC Headquarters, under a mile away. Amtrak, MARC Rail and VRE serve Union Station, and popular bus lines such as Greyhound and Bolt Bus have terminals inside Union Station’s parking garage.

The nearest Metrobus stops are served by routes X1, 96 and 97.

The nearest Metrorail stations are on the Red Line—Judiciary Square and Union Station.

There is a Capital Bikeshare station around the corner at Constitution Avenue & 2nd Street NW, in front of the Department of Labor building.
